WORLDCAT SHOWS SIMILAR ACTS PRINTED IN EDINBURGH AND CANADA. PRESUMED FIRST EDITION & FIRST IMPRINT. .. Vellum wrappers... Had originally been bound with ribbon, but has since been either removed or broken off, small pieces of ribbon present... This was the first permanent income tax act put into effect in the United Kingdom which was supposed to have ended in 1845 according to the act, but has continued to this day... When the first American income tax act was put into effect in 1862 due to the expenses of the Civil War, it was to some degree formulated on this British law... SIGNATURE OF ELI K. PRICE FOUND ON FRONT OF WRAPPER... Price (1797 - 1884) was a noted Philadelphia lawyer and legal reformer who served in the Pennsylvania State Senate. He secured the passage of a new charter, the "Consolidation Act", which is believed to have laid the foundation of Philadelphia's growth and importance. He was instrumental in the passage of other important legislation reforming real property law and domestic relations law, he helped found the Fairmount Park Commission and served as chairman from the first, and he authored a variety of publications...
